  •   Early Experience with CHCS, the clinical system used in military hospitals worldwide:
    • Configuration Management: I have training in CM and managed the Software Development Library. There, I reengineered the processes of receiving software from develoment teams, cataloging items, and preparing them for the deployment team. I received awards and recognition for improving processes and systems and helping to move the project closer to level V in SEI CMM development standard.
    • Early Systems Administration and Tools: I standardized development environments for all departments and wrote tools to ensure proccesses were running smoothly and efficiently. The development environment consisted of eight Digital Vax systems. When I took on the role, no two environments were configured the same. I undertook the task of aligning all dissimilar systems to be identical so that develoment would be working with the same backend system configuration baseline throughout the project.
    • Product Management: I became responsible for the final review of application source code for both sub-component and integrated applications to be released to the Software Development Library for storage and release.
  •   Early Consulting to Kaiser Permanente Northern California Region:
    • Project Owner: I worked with KPNCR Project Managers to deploy computing systems for Radiology and Perinatal Nursing transcription systems. In nine months, I deployed to 20 clinics and hospitals enlisting pooled personnel when needed for larger deployments throughout Northern California. I performed purchasing, systems configuration, coordination with facilities, and implementations. KPNCR recognized my achievement by stating "we consider your efforts to be the reason for the success of the project".

  •   Vendor Platforms. I spent a number of years working for healthcare application software vendors in multiple roles:
    • HealthVision became Eclipsys, then Allscripts, and is now Veradigm:
      • I was solely responsible for technical implementation of the clinical application (CareVISION became Sunrise) in hospitals throughout the US and Candada and trained and mentored teams from Singapore and the UK.
      • Was the Subject Matter Expert (SME) for CareVISION and ancillary systems at trade shows such as HIMSS as well as technical representative for sales presentations at some of the largest healhcare enterprses in the US.
      • Wrote technical specifications and training materials and conducted technical training sessions and presentations to customer hospitals. These trainings included Systems Administration, SQL Server Administration, as well as systems integration among the application, its ancillary systems, and external systems such as HL7 Intgration.

    • Oceania developed a unique knowledgebase application that enabled clinicians to tailor data collection to their individual clinical encounter style:
      • I was responsible for the technical association with Kaiser Permanente NCR, Defects Management in coordination with IBM, and Deployment Management for the WAVE application.
      • Wrote tools to create and process HL7 messages into backend database systems so the clinical sales team could demonstrate data as added through interfaces.
      • Worked closely with language development team using advanced linguistics skills to help develop the clinical knowledgebase which was the essence of the application.
  •   PennCARE. An experiment in data exchange for collective bargaining.
    • Integrated information systems of 11 eastern Pennsylvania hospitals
    • These systems included data sharing for analysis and coordinating email systems for seamless communications. In essence, the project was an initial prototype of what known today as a Regional Healthcare Information Organization (RHIO).
    • This early experiment ended and I elegantly dis-integrated existing information systems including coordinating sunset with affiliated hospitals.
  •   Health Quality Partners: HQP.ORG is a 501(c)(3) non-profit research and development organization committed to designing, testing, and disseminating more effective systems of care for vulnerable patients..
    • Wrote a database application used for clinical operations and advanced analytics.
      • Enabled clinical encounter scheduling, data collection, and patient management and communications.
      • Provided for advanced analytics to demonstrate efficacy of programs development. Research involved mashing up collected data with claims data from payor organizations and standards databases such as NPI, ICD, and LOINC.
      • Essential in acquiring research grants and contracts with provider organizations along with continuation of HQP's clinical and operational activites.
    • From the start I defined and developed the entire computing infrastructure.
      • Defined which systems and applications to invest in and develop.
      • Responsible for research and purchasing hardware and software.
      • Advocated and transitioned to the use of Microsoft 365 (E5).
    • Managed day-to-day operational needs of HQP by providing a robust, resilient computing infrastructure.
      • On-Premises systems consisting of multiple Domains within the LAN with fully constrained networking infrastructure.
      • Remote virtualized systems used for data collection during remote patient encounters.
      • Highly controlled systems and endpoints.
      • Being a high-visibility healthcare organization it was imperative to maintain a cutting edge view on technology, security, and compliance.
        • I guided HQP in adapting Microsoft 365 E5 as its clinical operations platform taking advantage of built-in security and monitoring to implement a modern, state-of-the-art infrastructure.
        • I gained advanced expertise with MS365 E5:
          • Entra (Intune -- MS keeps changing the names): Expert in configuring for endpoints, applications, and AutoPilot deployment. Extrapolated a large portion of on-prem AD DS GPO to be used within MS365.
          • Microsoft Security: Achieve very high ratings on Microsoft's "Security Score" by understanding advanced security and compliance concepts.
          • Microsoft Purview: Define, plan, configure, test, and implement Data Loss Protection incorporating labeling, notifications, and email Transport Rules.
          • Azure: Created multiple Virtual Machines, SQL Server databases, application resources, and web apps within the MS Azure framework. Understanding of capabilites throughout, to know best use of Azure resources
      • Governance, Security, and Compliance based on industry standards:
        • Defined Governance standards, defined controls for information movement and storage, and MDM controls for endpoint devices. Implemented controls and monitored and managed all systems both physical and cloud-based.
        • Participated in a formal PwC Audit of computing systems based on HITRUST, successfully achieving a solid score with very little remediation required.
        • Recently completed a formal audit on HIPAA standards with a very few remediation items.
  •   StellĀda Consulting -- Independent
    • Created an Operations database to account for personnel, onboarding, and assets with capabilities to track, maintain, and email notifications to personnel of license and subscription renewals and maintenance tasks.
    • In addition, I wrote a database to account for and track compliance for any organization. It has the capability to monitor and track activites for standards such as NIST with crossreferences to HITRUST, HIPAA, and FEDRAMP. Based on input, this web application can generate Policies and Procedures documentation.
